The National Disability Insurance Scheme

The NDIS is a new way for children and their families from 0-65 to access supports. It’s the biggest social reform since Medicare and rolls all the different funding streams into one system. Most relevant to Irabina families is that ECI services will now be funded through the NDIS.

The scheme puts the goals of your child/family at the centre of supports and provides you with a choice over who delivers the services you want and what these could look like in order to achieve the outcomes you want.

Funding options


National Disability Insurance Scheme (NDIS) is a national program that is the new funding for people with disabilities in Australia. When fully rolled out it will provide about 460,000 Australians aged under 65, who have permanent and significant disability with funding for supports and services.

For children, young people and their families, there used to be a number of funding streams, but they now are all rolled into the NDIS model.


The ECEI approach supports children aged 0-6 years who have a developmental delay or disability, and their families/carers. The ECEI approach supports families to help children develop the skills they need to take part in daily activities and achieve the best possible outcomes throughout their life.

The NDIS has engaged Early Childhood Partners around Australia to deliver the ECEI approach. Early Childhood Partners are experienced in providing early childhood intervention.


The Department of Social Services manages two early childhood disability intervention programs – HCWA and Better Start. These programs provide supports to help make sure children with disability have the same choices, opportunities and experiences as other children.

HCWA and Better Start are transitioning to the NDIS. As the NDIS is rolled out across Australia, the programs will be progressively phased out. New registrations for HCWA and Better Start close when the NDIS becomes available in a location.

Planning meeting with the NDIA

The NDIA will contact you to make time for your planning meeting. You will meet with the NDIA which will dictate the amount of funding you receive.

Plan Implementation

Once your plan is approved, you can come to Irabina for all specialist services for kids and young people with autism under one roof.

Plan Review

After 12 months or a significant change in circumstances, your plan will be reviewed. We can help with your plan review and the achievement of goals.
